5 - REGIONAL EXECUTIVE.
shall consist only of a Regional President and a maximum of ten (10) Ministers.
a) Regional Chairman:
- shall be a citizen of Argentina with more than twenty (21) years of residence in the sovereign territory of the Nation, or by a foreigner who has opted for citizenship in Argentina, with more twenty-five (25) years of residence in the sovereign territory of the Nation.
- His mandate will last three (3) years.
- is elected directly by popular vote, considering all the sovereign territory of the region as a single district.
- The position will be filled by whoever gets the simple majority of votes cast legitimately nonzero.
- No re-elected until two (2) regional presidential terms after exercising, and may not also be elected in any public office for the period immediately following that served as Regional President.
- acts as a natural representative of the entire region as a whole and also each of the provinces that make up within the sovereign territory of the nation and outside it, the only authorized to make agreements with the nation, with other regions or with other sovereign states, each an integral province of the Region particular form and / or for the entire region as a whole.
- is responsible for implementing all measures, plans and other orders issued by the Regional Council of Citizens.
b) Minister:
- shall be a citizen of Argentina with more than twenty (21) years of residence in the sovereign territory of the Nation, or by a foreigner who has opted for citizenship in Argentina, with over twenty-five (25 ) years of residence in the sovereign territory of the Nation.
- His mandate will last a maximum of three (3) years or until completion of the mandate of the Regional Chairman, whichever occurs first.
- is elected directly by the Regional President with the consent of each of the Houses of Representatives of each of the provinces comprising the region and emerge from a list of three (3) candidates to be covered by the Ministry develop and raise Regional Council of Citizens.
- The list that Elevera Regional Citizens Council for consideration by the Regional Chairman, will contain only names of candidates provided by the elected representatives to form the House of Representatives of the Province, who shall produce it based on the percentage of representation obtained.
- The list drawn up by the House of Representatives must be grounded to the background and suitability of applicants for the post of Minister concerned.
- After having served as Minister, having resigned the same or has been legally deposed by the Regional President, may not again occupy the same office or another ministerial position, until two (2) regional presidential term after that in the former Minister, and may not also be elected as Regional Chairman for the period immediately following that in which the office of Minister.
- The office of Chief of Staff will occupy the former minister who was elected by his peers such as simple majority vote.
