shall be composed in urban and suburban areas for one (1) member from each house, building, industry or business that is on the block and in rural areas for one (1) member for each property.
- The Apple by Councilor shall be exercised by an Argentine citizen more than twenty (21) years of age with more than three (3) months of residence in the home or by a foreigner who has opted for citizenship in Argentina, with over twenty-five (25) years of residence in the sovereign territory Nation, of which the last three (3) months prior to his appointment should have been at home.
- Its members can not be affiliated to any political party.
